Top Down or Bottom Up

For this simple UPIPE, we could use Bottom up or Top Down Methods

The recommended blocking approach in ANSYS ICEM CFD Hexa is top-down. Imagine meshing a trivial model that required 1000 blocks.  The bottom-up approach requires you to manually create each block, the top-down approach requires orders of magnitudes less work as each time you split one block all other blocks connected to it are also modified. The time saving is exponential.

For the below example, Top Down blocking captured the majority of the details. Lets use Bottom up procedures to capture the small pipe. We can use manual block creation from vertices and points, or we could simply extrude the base of the pipe.
Topology Transforms to convert 2D blocks to 3D blocks could also be considered as "bottom up". Here we show a rotation example, but there are also translational or Fill options (MultiZone)
